I agree about the extra situation shit, that sucks though, in my opinion the fact that we both believe that is mainly the case is a HUGE indictment on the way we as people have become. Which is not good in case anyone was wondering

I feel you on this. I had a similar situation last night coming out of DC; I pulled up behind a stopped car at a green light and when I looked to see what the hold up was, there was an older gentleman laid out in the street and an empty wheelchair a few inches away. I felt like I should’ve called 911, but seeing as the guy looked like he waved us by, I didn’t, (Plus, the car in front of me pulled over, so I figured they had it under control).

I think it has to do with people simply not wanting to be involved in an extra situation. Once you report on something, then you have to talk to authorities, and it may become more than they are willing to deal with. Plus once you get involved, it creates more of a bond with the situation and then its no longer something you see in passing and can brush off.
